Comment re: Radiation in food near Japanese nuclear plant

Dangerous levels of radiation have been measured in milk and spinach near nuclear plant--BUT
the article does not mention whether measurements had been taken before the earthquake caused the nuclear accidents. According to studies done by the Radiation and Public Health Project (RPHP), reported on  www.radiation.org , those living near a nuclear plant are already exposed to extra high levels of radiation. Is it possible the milk tested was produced within cows that had eaten grass in ground that was already irradiated before the current disaster? Finding radiation in milk so fast seems strange to me otherwise. . . Watch and see if those measurements keep going up.
